Background

The Pharmacy Board of Australia (the Board) has engaged APC to develop a Pharmacist Capability Framework on their behalf. It will be used by APC for accreditation purposes, and by the Pharmacy Board for its regulatory functions including registering pharmacists.

The Board's Pharmacist Capability Framework ('the Framework') will describe the capabilities of a newly registered pharmacist and underpin the future education of pharmacists, ensuring they can adapt to a changing environment.

Project Governance

The Australian Pharmacy Council (APC) has established 2 groups to guide the development of the Framework.

A project Governance Group has been established to oversee the development of the Framework and will ensure that the process exhibits transparency, consistency, responsiveness, equity, inclusiveness, accountability and effectiveness.

Consultation approach

The consultation approach aligns with Ahpra's Consultation process of National Boards 2023 and Guidance on developing professional capabilities as follows:

APC will provide a range of opportunities for stakeholders, the public and the profession to provide input into the development of the Framework. Feedback and input from stakeholders will be sought through:

  • one-on-one interviews
  • in person and virtual forums
  • an online survey

APC will publish consultation material on this webpage as part of the public consultation process.

Consultations

APC will conduct a number of consultations to gather stakeholder input from across the sector. The consultations are as follows:

Preliminary Consultation

Preliminary consultation with key stakeholders will occur from June until August.

Public Consultation

We are providing a range of feedback opportunities as part of the public consultation, with different formats. You can engage via our face-to-face or virtual forums, or you can submit your feedback through a written response.

Consultation Papers to accompany the Draft Framework will be released in early November.

We invite health professionals, consumers, and interested parties to express their interest in joining us in one of our forums to give feedback on the draft Framework.

To participate in the public forums, you can express your interest. The EOI process closes Friday 26 September 2025.

The 4 forums will ask attendees to consider the same questions in relation to the Draft Pharmacist Capability Framework. You do not need to attend more than one forum.

To ensure that a wide range of groups and individuals can contribute via the forums, APC will review all expressions of interest and will issue invitations from early October 2025.
